Do you mean a section title? Are there documented restrictions on where anchors are expected to work?
I'm also finding myself really confused as to what parts of the asciidoc ecosystem are things that are just expected to work everywhere, and what are dependent on vagaries of the output format, or alternate tools not part of the core asciidoc packages. Unfortunately most of my searches for docs on anchor/xrefs land on asciidoctor.org, which I (think) is not part of the core asciidoc package this mailing list covers.
