The block title syntax is explicitly stated as one line (not just
"appears" ) so no you can't break it over multiple lines.

That would make the table of figures interesting :)

If you can't put a legend in the figure itself then the best I can
suggest is to use a sidebar or admonition to describe the markup so it
stands out.
