Asciidoc does not define how things are rendered, thats the rendering toolchains task. Strikethrough is not something asciidoc knows about, it is passed directly to the toolchains. In your case you are using the dblatex toolchain for PDF and xslt HTML toolchain for ePUB and clearly HTML understands strikethrough but maybe dblatex doesn't.
It may be that dblatex calls it something different, or it may not be defined in dblatex. But you can define it yourself as shown in the customisation section of the dblatex manual http://dblatex.sourceforge.net/doc/manual/sec-custom.html. You could also try using the FOP toolchain instead of dblatex or try asciidoctor's experimental direct PDF generation (https://github.com/asciidoctor/asciidoctor-pdf). (Asciidoctor is an alternative implementation of Asciidoc markup).
