Unfortunately, this is one of the sharp edges in AsciiDoc. I think it's
something that should be addressed. Until then, there are a couple of
workarounds you can use.
First, you can use the attribute reference for blank to prevent the list
from being detected:
{blank}11. Privacy
Another option is to replace the dot with an attribute reference:
:dot: .
11{dot} Privacy
A third option is to use the attribute reference for space (sp) between the
marker and first word of the text to both insert a space and block list
parsing:
11.{sp}Privacy
