Asciidoc User Guide Section 16 where the quote above is from is "Delimited Blocks". Tables are in section 23 so the statement in section 16 does not apply to tables and also does not apply because table delimiters do NOT have all the same character. As the Asciidoctor reference says table delimiters are | and at least 3 = a total of at least 4 chars the same as the delimited block delimiters.
