I guess thats a question you have to ask the forks author, however
that started on the wrong foot when the first version of the fork
changed the license and erased copyright data in the fork repository,
both a violation of the GPL licenses, with the expected negative
reaction from those associated with the project.  After that was
fixed, the forks author has talked about contributing back, but
nothing has appeared yet.

It depends on what the target of the two projects is, if they are
moving in very different directions its probably better to fork than
fight about which changes get accepted, thats very negative for
everybody too.
