"Hops" value is assigned to each URL and stored in DB, when it is
encountered first time. Subsequent reindexings don't change value of "hops".
"MaxHops" parameter is equal to 0 only for those URLs, which are given
in "Server" command, not for all URLs in the database.
So, subsequent reindexings will not add pages with actual "hops" value
more than 1.
