If I use cs=iso-8859-1 it works. However, this is not exactly what I want.
I would like to set the search page in Unicode, so I can search in German,
French, Russian, not specifying the parameter cs. Is this possible? How
to specify it in the config files.

Did you use "cs" parameter of "s.cgi" which specifies charset of query ?
