BTW, if MACROS is deprecated I wonder why even the newest 3GPP specs use them. Even the "3GPP TS 09.02 V7.15.0 (2004-03)" has macros. This is for the 3GPP and ASN.1 consortium's attention.
In April-June 2002, I helped 3GPP CN4 update their 29.002 document (see attached). My understanding is that the new edition of the ASN.1 standards was to be used in Rel 5. The document you're mentioning (http://webapp.etsi.org/action%5CPU/20040504/ts_100974v071500p.pdf) is relevant to Release 1998 and my recollection is that some big players were opposed to updating the old releases. I don't know if this issue could be reopened.
