initialDP InitialDP ::= localValue 0 meaning that you take the localValue part of the CHOICE (probably INTEGER) and not the OID.
Note that the above notation (without ':') was erroneous and was mended in the ASN.1 standard in 1990!!
It shall be:
initialDP InitialDP ::= localValue:0
