sorry, I have to come back as there's one point which is not quit clear to me. In this picture
(encode) (decode) XML -------> ASN.1/(DER|C-PER) -------> XML
it is crucial that the input is exactly the output, ie. there's a digital signature applied to the XML document.
Am I correct now that I need the help of EXTENDED-XER to be able
to do this?

You might also want to investigate the canonical variant of XER called CANONICAL-XER or CXER.
