Doesn't it have "EXTENSIBILITY IMPLIED" in the module header?
Besides, there are some committees that didn't read through the end of no ASN.1 standards to note the extensibility section. They remove or change fields from version to version, almost deliberately making the most recent specification incompatible with the older ones. (One of which is TAP3: every next version has some omissions which isn't even ignored with the extensibility mark).
It may well be an ignorant mistake.

As far as I can understand, it is used for fields that would have exactly one value at any given time, but as of now no other value can be thought of.
And if we do not keep it as CHOICE now, then type would need to be changed in future definitions, which would not be acceptable.
