I'm not sure about the byte codes in the beginning because I would need to see the rest of the ASN.1.  But the NULL argument is not optional, therefore, you would need the 05 00 on the end.  I would guess the first encoding is correct.

Is the encoding (considering it as a TCAP Invoke)(hex):  A1 08 02 01 xx 02 01 31 05 00   
                                                                                                  OR
                                                                                  A1 06 02 01 xx 02 01 31                    ?
I'm quite confused about OPERATION class....
