I am currently implementing the SUPL (Secure User Plane Location)
protocol which uses ASN.1 Basic PER encoding.

To know how you should encode a particular ASN.1 type using PER
encoding, you should know precisely the ASN.1 type definition,
including applicable constraints.
Could you please provide an excerpt from SUPL which describes
the MSISDN type?
