BTW it'll do you lot of good to read any one (or both) very good &
comprehensive books on ASN.1 (you'd find your answer in the first 1/2
chapters).
Since the books won't talk specifically about SS7 or TCAP, it'd be
enough for you to know that SS7 TCAP has following requirements:-
1) Network entities that use TCAP to communicate with each other form a
hetrogenous computing environment.
2) TCAP message content is flexible. Under certain circumstances certain
message-fields (information elements) should be present, under other
conditions not.
3) Both ends of TCAP communication need to reliably and unambiguously
figure out the contents and meaning of the message (of course with the
help of the TCAP specification).
