3) Does a REAL type with base constraint allow the special real values
PLUS-INFINTY and MINUS-INFINITY? In other words, is this legal:

Rb ::= REAL (WITH COMPONENTS {..., base(10)})
d Rb ::= MINUS-INFINITY

Yes, it's fine.

Do you have any reference for that?

MINUS-INFINITY is a valid value for the REAL type. See 20.3 for the general clause. I believe it's clear enough.

If you're looking for somewhere that explicitly says that your example is legal, you won't find one. But then I don't believe you need one.
