The ITU version is not free, and for some reason the ITU have not yet made
it available via the electronic bookshop (compared with, for example,
Z.107).
However, you might want to consider joining the SDL Forum Society, who help
maintain this standard and have a version available to Members (see
<http://www.sdl-forum.org/Society/members.htm>).
