Oliver,
 I have question regarding PER encoding.
Numeric Strings are encoded in 4 bits in Octet aligned PER encoding. Than if
Numeric String has 5 characters(e.g. "34556") than encoder will write 20
bits encoding, But according to Octet Aligned encoding it should encode in
24 bits. So i need to put 4 bits of pedding?

Also what about Universal String & BMP string(Do I need to encode in 128 &
64 bits?)
