Well i think the question was about whether the start index in case of choice
starts with 0...and the answer is yes..it does start with zero ..thats it

As h.245 is encoded in PER ,there's no tagging.
If there's ellipsis present and ext.bit os 0,then
Choice index is encoded as a constrained
whole number,starting from 0.
if there are 4 elements before ellipsis,
then the choice index for them is 0-3.
If there's ellipsis present and ext.bit is 1,then
Choice index is encoded as a normally small non-negative
whole number,starting from 0.
