no, for example there's also a solution to write a tcl/tk application
and using swig for binding your c/c++ code into your tcl code. I'm
sure you can also embed this into Perl or something else which 
the necessary toolings. But that you have to examine. 
But a C/C++ compiler for compiling the generated code is important
at all.
