The CCITT has not existed since 1993. I assume that the author means ITU-T
(see any of their Recommendations published since 1993).
As from 1st January, and I think for a limited experimental period, any
individual can register for a password to download three published
Recommendations at no charge. See the electronic bookshop at www.itu.int for
more details.
I hope that this helps for the time being.
However, I too would like to see ITU Recommendations available at a much
more economic rates (preferably free) particularly for small documents.
