It stands for the size of the TBCD-STRING. 
Please look at the definition for TBCD-STRING in the specs. 
I think it is a OCTET STRING.

I have gone through the 3GPP RANAP specification.I need some clarification
about the following.

PLMN-ID ::= TBCD-STRING (SIZE (3)) 

What does this size mean "SIZE(3)"??
Is it the number of characters persent in the PLMN-ID??
