CSN.1 has nothing to do with ASN.1.

If you need to describe an existing binary encoding and you are unable to
use BER or PER, then consider using the Encoding Control Notation of ASN.1
(ECN).  ECN is also excellent for cases where you wish to create
specialized binary encodings that are not covered by BER or PER.
