Looking at PER-Aligned.
Encoding of a normally small non-negative whole number.
"n" >= 64
(Used for encoding the EnumeratedType and ChoiceType)

ITU-T X.680 (1997 E) clause 10.6.2
gives that the encoding must be preceded by a 'length determinant'.

Now my problem is to determine what form the 'length determinant' should
take?
The form given by 10.9.3.1 a) or c) ?
One could assume 10.9.3.1 a) as a 'normally small non-negative whole
number' would probably qualify to have a 'normally small length'.

10.9.3.4 NOTE says that 'normally small length' is only used for set and
sequence.

Hereby it seems that the length must be encoded as described in 10.9.3.1
c).

Is this correct? It seems to be a vaste of bits and that is rarely seen
in PER :-)
