Is there a copyright on the ITU modules and if so
in which cases do I violate this copyright ?

(Same question for ANSI and ETSI documents ?)

This is the expectation, yes.
For the moment, I must admit that (roughly speaking) only the ASN.1 
modules available in the ITU-T module database 
<http://www.itu.int/itu-t/asn1/database/> are hyperlinked.
New ASN.1 modules will be uploaded at the end of next month.
But it is up to anybody to submit OID descriptions by clicking on the
"Create a sub-node" link available for each OID webpage.

Let me use this reply to give y'all some more information as far as the 
future of this repository goes:
1. I have Harald Alvestrand's agreement to dump the content of his own
OID repository and harmonize it with ours; we expect to work on this
over the Summer;
2. a new release of the management tool will be uploaded (thanks to
Renaud who is in Cc of this email); it will provide powerful searching 
features, a better graphical display, an easier way (for the webmaster) 
to update the OID descriptions, the ability to submit multiple OID 
descriptions in a given (e.g., XML) format, the ability to render 
(output) OID descriptions in a given (e.g., XML) format, etc;
3. discussion is under way within the ITU-T to move this repository
on their website.
