Egon, it was an agreement with the ITU-T and ISO leadership that the Editor (Paul Thorpe) will update the references before the *prepublication* which will occur a few weeks after the Recommendation is approved at the ITU-T (i.e., this Summer). The reason was that Amendments that were not yet approved had to be incorporated. Sorry for the inconvenience, but we thought that users would benefit of our releasing the draft standard ASAP even though some hyperlinks could be wrong (not updated). Thanks for pointing this out.
