This is probably explained in the standard that you are compiling.
(BTW is it 3GPP TS 29.078? If things are unclear in this document,
tell me ASAP, for I'll submit a revised version of this document by
Tuesday.)
Have a thorough look at the document. Search the 'references' section
for 'CS1', 'CS2' and 'MAP'. You can also search for each module name
in the document. You should find some English text that tells you
where you can find these modules.
The MAP modules can be found in 3GPP TS 29.002.
Note that at the 3GPP CN4 meeting last week in Budapest, I submitted
a new version of TS 29.002 where all macros have been replaced with
ASN.1:1997 information objects (you might find it on the 3GPP ftp site
as CR N4-020731).
