Never mind.  We answered our own question.  We see that clause 12.15 allows an item to be imported from another module's import list (seems kind of strange, but so be it).

We are doing some testing against modules in the ITU-T ASN.1 module database.
 
In the module IPMSSecurityExtensions, the following import statement is present:
 
IMPORTS
  -- MTS Abstract Service
  Certificates, Content, ContentIntegrityCheck, ExtendedCertificates,
    EXTENSION, MessageOriginAuthenticationCheck, MessageToken, EncryptionKey
    --==
    FROM MTSAbstractService {joint-iso-itu-t mhs(6) mts(3) modules(0)
      mts-abstract-service(1) version-1999(1)}
but Certificates does not exists the MTSAbstractService module. It resides in the AuthenticationFramework module.  Is this an error in the DB?
