    I would like to have come clarification on the interpretation of the following statements in the ITU-T standard rgd Fixed Type ValueSet Field Spec. In the spec X.681 clause 9.9 it is mentioned as a Note that -

"ValueSet" is defined in ITU-T Rec. X.680 | ISO/IEC 8824-1, 15.6 and 15.7, and allows the explicit listing (in curlybraces) of the set of values, or the use of a "typereference" for a subtype of the "Type".
 
    But as such the grammar for ValueSet - ( ElementSetSpec withing curly braces ) does not permit the use of the typereference in place of the ValueSet. If my understanding is wrong please correct me, but I see that either the grammar in the spec is wrong or the above statement on the usage of ValueSet in ValueOptionalitySpec is incorrect. The OSS compiler does not seem to permit the use of a typereference contrary to what is mentioned in the above mentioned clause. Kindly advice. Thanking you.
