Kalau saya lebih memilih HTB sih... soalnya bisa lebih flexibel pengaturan bwnya daripada menggunapak cbq.. Coba cek di http://efnet.linux.or.id/ ada tutorial cara memasang htb.... Kalau gak salah, squid jg bisa dijadikan shapper loh... ada fasilitas namanya delay pool (mohon koreksi jika salah) jadi kita bisa membatasi klien klo mo downlod file ekstensi .zip misalnya, dia hanya dialokasikan bw sebesar yang diinginkan... coba aja dulu..
