Just to wrap up this thread, we never got to the bottom of this, but 
with a clean Apache::ASP config, $Session & $Application ended up
working fine on his box.  I am guessing that the sdbm store returned -1
error might have been a permissions issue where StateDir was not pointing
to a directory where the httpd user had write access, but am not sure.
