Ah, that was the clue I needed. From the mod_perl changelog, just one release past the one we are using:
"fix $r->read to read all the requested amount of data if possible, adjust the test TestApache::read to verify that [Stas]"
I haven't tried it yet, but I'm confident this will squish the bug.
