If you set it to File, IIS will send the contents of that file as text, bypassing the ASP processor. If you set it to URL, IIS will treat the file as an ASP file (assuming it's got the .asp file extension), and send it via the ASP processor. The path used when you have it set to a URL has to be a relative path on that site, as opposed to the physical file path.
