my use of charsets, and it is working fine now.

you pipe a text into aspell whose charset isn't the one aspell 
expects. Aspell probably expects ISO-8859‐1 and gets some MS codepage 
stuff. Can you plaese take a part of the text, where characters like ö 
etc. are in, tar, gzip or zip  it (so that your mailer doesn't change 
the encoding) and send it here?
