Yes, I've got the dicitonary in the /sw path at /sw/share/aspell/en_US.multi

Is there just a flag I can add while running the makefile to get it to find aspell and its resources in there?

That config info is right (one of the things I was trying).

ok 7 en_US
not ok 8 No word lists can be found for the language "en_US".

The README says:

Note: The Text::Aspell module's test suite ("make test") requires
that the English dictionary is installed.

Do you have the dictionary installed?

not ok 9
not ok 10
      local-data-dir: /usr/local/lib/aspell/
              master:
        master-flags:
         master-path: /usr/local/lib/aspell/

Looks like it this:

      local-data-dir: /usr/local/lib/aspell
              master: /usr/local/lib/aspell/en_US.multi
        master-flags:
         master-path: /usr/local/lib/aspell/en_US.multi
