I use Pkzip, which recognizes tar.gz. You go the cygwin route, which has a command for decompressing that format as well. Not that the author of Aspell considers cygwin the solution to the problem of Windows support. 2.2 I used Aspells word list which is here ftp://ftp.gnu.org/gnu/aspell/dict/en/ Note that you will need something to decompress bz2. 3.1 I'm not sure what "free spell" is. Since you asked in the aspell group, I'll point out the to make a compiler dictionary, ready to use from an ASCII word list, you use the command "create master filename.rws < words.txt". 3.2 You will need to look to the "free spell" people to learn how to use "free spell".
