If you've already got dictionaries from OpenOffice, they are formatted for HunSpell.  I bet you can find automatic converters between them.

As to procedure, you should first see if you can contact the person listed as the owner now.  He or she might have a repository (like on SourceForge) where you should put your updated sources.
