When I try to install bg dictionary under windows I have a message:
file D:\Aspell\data\cp1251.dat cannot be open for reading

Actualy, there is no file cp1251.dat in D:\Aspell\data (D:\Aspell is my
install location)

Question#1: Where I can find cp1251.dat file or how I can create it by
myself?

I tried to compile the bg dictionary usin koi8-r code page and there was no
problem with the compilation (using the command: word-list-compress d <
bg.cwl | aspell --lang=bg create master ./bg.rws)
But when I started the spell check, I have an error message:
LINES value must be >= 2 and <=-17046: got 1
initscr(): LINES=1 COLS=1: too small

Question#2: Do you have any idea why is this error occuring?
