Problem:
You attempt to create a new web project with vs.net 2003 in a new 
installation or upgraded installation on a xp pro iis 5.1 box. You 
receive the following error and the help on this topic does not solve 
the problem�
"Visual Studio .NET has detected that the specified Web server is
not 
running ASP.NET version 1.1 You will be unable to run ASP.NET Web 
applications or services."
Solution in my scenario:
1. Open up the IIS mmc console, right-click on rootweb(s)...
2. On the default tab "Web Site", if in the "IP Address:" combobox 
you have an IP address, 
change it to (All Unassigned), select the "Advanced" command
button� 
if you are using a host header(s) remove it...
3. Click apply, ok etc... 
4.  Restart IIS, you should now be able to create a new web project 
with vs.net 2003...

Several weeks ago I had this problem, and surfed the net and this 
group and tried everything suggested to no avail...
Then I ran aspnet_regiis /i and aspnet_regiis /r after reinstalling 
iis, latest framework and vs.net 2003 in the order recommended by 
Microsoft...
And it worked...
At least I thought it worked...
Until I started testing multiple sites again on the same box...

The real problem in my scenario was I am using host headers with a 
hosts file for testing multiple web sites on the same box...
I have the nic on my dev iis xp pro box configured with a static 
internal ip address...

The only thing I had to change to make it work was to remove the host 
headers from the iis console, leave the hosts file as is and
Change the ip address to "(All Unassigned)"

It appears that this problem with the above captioned error comes up 
in many different scenarios...

So as you can see here I have identified at least two distinct 
scenarios where this can occur in a new or upgrade setup of vs.net 
2003

1. Using Host Headers in the IIS 5.1 Console, XP Pro, latest 
framework & VS.NET 2003.
2. Using a specific IP address in the IIS 5.1 Console and manually 
configuring your nic to use a specific ip address.
