I think your teacher is confused. I see no reason to have two pages. If you are to have two pages, then the first page has no logic on it, meaning it can just be an html page (not aspx).
However, the more reasonable solution to me is to go ahead and put the logic on the page with the form, especially given that an ASPX page cannot submit to a page other than itself (as an ASP page could). So, make one page, put logic on it that figure out which engine they are wanting to use and then redirects them to the correct engine and append the correct search parameters in your redirect.
