If you're talking about determining geographic location, it's possible, but not necessarily reliable. I wrote some perl a few years ago that checked the IP of the user and determined the geographic location of that IP. It's was actually a fairly large undertaking, there are lots of things to take into account. I would start looking for pre-built solutions if this is what you are looking for. You used to see this kind of thing a lot on sites offering a download that included strong crypto.
