Class in .NET: well, how 'bout a web service in .NET? Microsoft's MapPoint has an associated web service which you can call to do things like get the latitude and longitude for a specific country. Beyond that, I've not run across any .NET APIs to do this sort of thing. The System.Globalization.RegionInfo class has a fair number of useful things, but lat/long isn't part of them.
