You can accomplish the same thing with panels and user controls. If I have a framed page that I am converting over I typically assign a panel for each of the old frames within a table layout and then drop my controls in accordingly. The panel option offers a bit more control over the frames and you never have to be concerned about people opening the framed URLS in new windows in a non-framed environment. I was never big on frames at any rate but once you use Panels you will always use panels.... lots of flexibility.
