In a regular HTML select element, if you set the size greater than or equal to the number of list items, you will effectively remove the scrollbar (although the space for the scrollbar will still be there).
With an asp:Listbox control, you would probably have to either add this through the Attributes collection or set the height with a style attribute.
myList.Attributes.Add("size", "7")
or
myList.Style.Add("height", "95px")
