Try chaning this:
 
SQLParameter("@Cefund",frmcefund.RadioButtonList))
 
To this:
 
SQLParameter("@Cefund",frmcefund.SelectedValue.ToString()))
 
You are not correctly accessing the controls value.

id="option2" runat="server" value="No" />
