[AspNetAnyQuestionIsOk] Request.QueryString being converted to Hexidecimal

the Request.QueryString.toString() 
becomes
<code>
"LIB=C100&amp%3bDOCID=DA00008"          
</code>
now #3b is the hexidecimal representation of ";"

I dont understand why it converted it.
