I have solved the problem . U CAN DO THAT
<title id="pgTitle" runat=server> </title>
and code behind file write
protected System.Web.UI.HtmlControls.HtmlGenericControl PgTitle;
then inside the body u can write
PgTitle.innertext="What ever u want ...enjoyyyyyyyyy"

It's not a asp.net control so you can't access it in a standard way.
You can however add a literal control in the title tag to change this.
