XSL is focused on formatting purely. XSLT can format, transform, calculate, agrregate and manipulate data as it formats them and may also just be used to turn one XML file into another without ever formatting it or getting it ready for a browser.
The book "Learning XML" by O'Reilly is one of the better books at giving one an overview of the uses of various XML technologies and how they differ.
