���Really, if all you want is scrolling, then just put your stuff inside a div 
tag and set the height/width and overflow-y:scroll.

I think the party line is user controls, from what I have read and
seen in the documentation. I love the scrolling like yourself. If
Peter tells me I can get a frameset with 3 frames to work in an aspx
page then I will go ahead.
