Still, Response.Buffer=True is only part of the solution, and
progressively writing the content to the browser can sometimes mean
significantly more wait time. Not "will always", but "can".

While I agree that the question is not very clear, I still think it's
relevant. I have run into serveral instances of loops that take a while
to process (e.g. processing images, generating PDF files) in which case,
updating the browser with simple progress writes is a nice cheap
solution.
